A genuine sociopath who managed to weasel his way to Chief of Police by lying, cheating and murdering. If he hadn't screwed up when he had, he'd STILL be chief, and still have the Prosecutor's Office under his thumb. Except he's been in the Nexus lately, and is definitely up to no good.
